Oseloka H. Obaze (OHO) on Odenigbo FM- says ambiguity in constitution enables state governors to stiff local governments.

Speaking on the “Face-off Between the Federal Executive and Legislature,” Oseloka Obaze said that appointed public servants are at the beck and call of the senate.  Separation of powers and checks and balances require respect for the various arms of government.  On the appointment of 21 LGA Transition Committee Chairmen in Anambra State, Obaze said the ambiguity in the constitution is being exploited by state governors across the nation.  The state law is meant to appoint local government officials only when it is impossible to hold electetions.  Contrived situation of not having  State Eelectoral Comission in place is neither an emergency nor a force majeure. Yet that is the excuse being used to appoint transitional local government officers instead of conducting elections as decreed by the constitution.
